In the ordinary course of evente, I could have replied
referring to my previous communication of March 30th, and stating
that Mr. Kong could take ap his post as soon as he was appointed
Commercial Agent in the terms stipulated and not otherwise, but
in view of the recent telegrams from Ale Majesty's Minister
objectine to a Canton nominee of any wort, I do not know what to
aay.

3. Prior to writing me the enclosed letter, kr. Cha
brougat up the subject in conversation and went over all the
old arguments way Canton should have the appointment.
replied at length that the question was a difficult one for as
owing to our interesse in North China; thet Your Xxcellency bad
tried to meet Canton's wlanes by a compromise; that your propos al
had been rejeated and that so far as I was aware there was
no taing further to be done in the matter for the time being. Mr.
Chu taen geld taat the Canton Gover zest would not agree to enange
the title of the poet and that, if son was the case, he would
11ke o have from you a definite refusal to allow Canton to make
